A reasonable level for Twin Lakes is 960 ft, the approximate elevation in 1990. Without the wastewater, Twin Lakes would decline about 2 inches/yr, based on the 43-year history from 1974 to 2016. At this rate, it would take about 65 years for Twin Lakes to reach 960 ft without the discharge from the Roberts WWTP.
